Navigating the Illegal Market: Cross-Jurisdictional Challenges in Identification & Enforcement
With the size of the global gaming black market being estimated at between USD$350bn - $1.7tn, according to the United Nations Office on Drugs and Crime (UNODC), cross-border, as well as cross-stakeholder cooperation is essential protect players and build a sustainable gambling industry, yet it remains complex. Due to various jurisdictional conflicts, varying laws, and resources, how should regulators, and operators come together to address the issue when the definition of “illegal” varies region to region, is it land-based, online, do they need a national licence, or will a remote suffice?
